# EPM 2.5.5.4.1 Health Care Delivery

Medical Assistance (MA) enrollees who are incarcerated are generally excluded from managed care enrollment. Medical services are provided via fee-for-service.

## Fee-for-Service

Fee-for-service is a method of payment where the medical provider bills the Minnesota Health Care Programs (MHCP) for specific, individual services. Enrollees must use a medical provider enrolled with MHCP, except in special circumstances. A [directory of enrolled providers](http://mhcpproviderdirectory.dhs.state.mn.us/) is available online.

## Covered Services

MA only covers services received while the person who is incarcerated is in an inpatient in a hospital.
